Restoring Homes and Resilience Along Alabama’s Gulf Coast with the Alabama Department of Economic and Community Affairs Housing Recovery Program

After Hurricanes Sally and Zeta struck Alabama’s Gulf Coast in 2020, the damage to homes and communities was widespread and severe—leaving thousands of residents displaced or living in unsafe conditions. In response, the Alabama Department of Economic and Community Affairs (ADECA) launched the Hurricane Sally and Zeta Housing Recovery Program, funded through HUD’s Community Development Block Grant–Disaster Recovery (CDBG-DR) program. The goal was clear: to help the most vulnerable households—low- to moderate-income families, seniors, and individuals with special needs—rebuild stronger and safer than before.

Ducky Recovery was selected as a key contractor in the program, bringing decades of experience in disaster housing recovery to the communities of Baldwin, Mobile, Clarke, and Washington Counties, among others. Our work focused on delivering full-service construction solutions that met both the immediate and long-term needs of hurricane-impacted homeowners.
