Governor’s Office of Storm Recovery (GOSR) Housing Repair & Replacement

Launched in the aftermath of Superstorm Sandy, Hurricane Irene, and Tropical Storm Lee, the New York Rising Housing Recovery Program provided critical housing assistance to storm-impacted families across New York State. Funded by HUD’s CDBG-DR program and administered by GOSR, the initiative focused on rebuilding stronger, safer, and more resilient homes.

The program prioritized low- to moderate-income households, addressing urgent needs through home repairs and structural elevations above FEMA’s Base Flood Elevation. Additional efforts supported ADA compliance and long-term mitigation.
Through this work, we helped hundreds of New Yorkers return home—safer, stronger, and better protected against future storms.
